Overview

Abacus Technology is seeking a Program Manager to provide acquisition and advisory services in support of the EPASS program at Hanscom AFB.  This is a full-time position.

Responsibilities

  • Provide Operational Synchronization including maintaining a pulse on branch activities, anticipating challenges, and proactively working to resolve friction points between programs.
  • Act as a Strategic Advisor providing domain-expert counsel to government leadership and providing guidance and input for leadership decisions.
  • Serve as the primary liaison, coordinating seamlessly with Division and Directorate Chiefs of Staff, as well as key external stakeholders.
  • Coordinate rapid, accurate, and strategically aligned responses to RFIs and manages taskings across organizational boundaries.
  • Serve as the final filter for all executive correspondence, briefings, and staff packages.
  • Lead day-to-day front office operations (e.g., tasker completion, briefing development).
  • Establish and monitor administrative management controls and workflows to set the standard for professionalism, operational tempo, and administrative excellence across the branch.
  • Act with delegated authority from branch leadership to ensure on-time completion and tracking of critical branch tasks and represent leadership at key meetings and forums when they are unavailable.

Qualifications

12+ years experience in a program or acquisition management role including at least 5 years in a DoD environment.  Bachelor’s degree in a related field.  Additional years of experience may be substituted for degree requirements.  Must possess comprehensive knowledge of principles, policies, and practices of systems acquisition and program management, as defined in DoDI 5000.02, AFI 63-101/20-101, as well as knowledge of roles and relationships within the DoD and the Air Force.  Knowledge of qualitative and quantitative techniques for gathering, analyzing, and measuring the effectiveness, efficiency, and productivity of acquisition programs.  Knowledge of support activities that assist the program manager in assessing what programs are within schedule and cost baselines, be able to recommend viable solutions to problems, and the pursuit of alternative courses of action.  Able to earn and maintain the respect of all levels of the organization through professional credibility and emotional intelligence.  Able to lead, mentor, and shape the front office team, fostering a culture of high performance, continuous learning, and mutual respect while upholding branch standards with fairness and consistency.  Possess a strong working knowledge of the acquisition/materiel domain.  Understand the branch’s overall mission and the higher-level objectives of its programs enough to spot high-level programmatic disconnects, structural inconsistencies, and misalignment with leadership's intent in staff work.  Able to navigate complex organizational dynamics with tact.  Knows how to build consensus and manage external stakeholders.  Able to execute while maintaining strict accountability.  Must be able to effectively communicate orally and in writing, providing quality acquisition and program documentation (briefings, documents, plans, etc.).  Excellent communication skills and the ability to manage customer and other stakeholder expectations.  Must be a US citizen and hold a current Secret clearance.
