Abacus Technology is seeking a Program Manager to support the planning, development, implementation and management of a comprehensive, affordable and effective systems support strategy at Hill AFB. This is a full-time position.
12+ years experience in acquisitions including at least 5 years working in a DoD environment. Bachelor’s degree in a related field. Must demonstrate an understanding of DoD acquisition processes, and analytical methods or techniques to gather, analyze, and evaluate information required by programs or project managers and Mission Partners. Able to draw conclusions and devise solutions to problems relating to improvement of acquisition effectiveness and compliance. Able to develop and draft acquisition documentation and ensure quality control. Experience performing work measurement studies, program or operations efficiency reviews, cost studies, or workload change impact analyses; and rely upon and use automated management information systems in performing fact finding, analytical, and advisory functions. Must understand current Air Force acquisition regulations, guidelines, and processes. Knowledge of qualitative and quantitative techniques for gathering, analyzing, and measuring the effectiveness, efficiency, and productivity of acquisition programs. Able to support and develop various briefings/schedules of program status and acquisition tasks to senior management. Able to assist in acquisition strategy planning, pre-award and post-award document preparation, and milestone planning, tracking, scheduling, briefing preparation, staff coordination, and decision documentation preparation. Able to develop and integrate risk management plans and strategies and support program briefings. Must have a working knowledge of Earned Value Management (EVM). Expertise and knowledge necessary to provide high-level program guidance relevant to Foreign Military Sales (FMS) of the AN/AAQ-24(V)N Large Aircraft Infrared Countermeasures (LAIRCM) system. Knowledge with aircraft Integration of Electronic Warfare (EW) systems to include LAIRCM, Radar Warning Receiver (RWR), digital receiver/exciters (DREX), and Radio Frequency Countermeasures (RFCM) installed on Head of State (HoS) and military aircraft for international customers. Possess the knowledge and understanding of International Traffic in Arms Regulations (ITAR), foreign disclosure requirements, program protection planning, Government contract development, defense contractor proposal reviews for appropriate scope, cost and technical factors, and expertise in planning, implementing, and executing international programs. Strong communication skills and proficiency in engineering practices and concepts in order to provide superior technical and strategic problem-solving skills. Experience with Microsoft Teams, Microsoft Power Apps, Microsoft Project, and Microsoft Office. Must be willing to travel CONUS and OCONUS as necessary. Must be a US citizen and hold a current Secret clearance.
