Abacus Technology is seeking an IT Strategist to provide strategic governance, planning, and material/operational support for the OCIO Strategy and Architecture Office (SAO) under the eMITS program at NASA Headquarters.  This is a full-time position.

• Develop the NASA IT Strategic Plan, IT elements of the NASA Strategic Plan, and related tactical plans.
• Implement strategy management frameworks and strategies using balanced scorecards, objectives, and key results (OKRs), and key performance indicators (KPIs) to create, assess, and measure performance towards strategic objectives.
• Develop key stakeholder engagement strategies to communicate NASA IT Strategic Plan, implementation strategies, and performance assessment results.
• Coordinate with key stakeholders, objective leads, and other stakeholders to assess, capture, and provide executive level reporting on strategic performance.
• Develop and recommend technology and process requirements to assess potential solutions in support of the Strategy and Architecture Office (SAO) activities including measuring strategic goals; collecting and analyzing various metrics; and supporting business functional areas.
• Develop, implement, and manage a robust process to track, along with associated documentation, and evaluate NASA’s IT strategy in coordination with NASA.

15+ years experience in IT strategic planning and enterprise architecture.  Bachelor’s degree in a related field.  Extensive experience delivering executive level analytics products/deliverables (OKRs, KPIs, scorecards, etc.).  Experience Power BI, tableau, or a similar tool is a plus.  Able to connect IT strategy with business objectives.  Highly proficient with Microsoft 365 and SharePoing.  Able to learn government processes and quick to learn new tools and technologies to support strategic planning initiatives.  Must be a US citizen.
