Abacus Technology is seeking a Test Manager to provide Test and Evaluation (T&E) support for the Command, Control, Communication, Intelligence and Networks (C3I&N) Directorate at Lackland AFB.  This is a full-time position.

• Provide technical and engineering support for major IT Test and Evaluation (T&E). 
• Prepare for and lead meeting with program leadership to review deficiencies (software bugs) and assign categorization and prioritization to them during each sprint.  
• Coordinate T&E efforts across PMO, Operational Test Agency (OTA) (which is AFOTEC Det 2), Lead Developmental Test Organization (LDTO) (which is the 96^th Test Wing, 47^th Cyberspace Test squadron), and test oversight organizations (DOT&E, DTE&A, and AF/TE). 
• Lead meeting with PMO to coordinate T&E efforts and potential impact as well as provide updates on major T&E events and development cadence (PI planning, end-of-PI demos, etc.). 
• Support T&E related self-inspections and deficiency reporting.
• Assist the Chief Engineer in providing answers to the IG inspection team’s questions before and during inspections and assist with resolving any findings.
• Review and comment on T&E related documents (such as plans, strategies, reports, and draft updates to T&E policy) as assigned to PMO from higher headquarters. 
• Assist in responding to T&E related data calls from higher headquarters.
• Provide oversight and guidance for the LDTO’s efforts to conduct developmental testing (DT) for the program. 
• Ensure that the PM and Chief Engineer are aware of test resource constraints and their potential impacts on the program. 
• Coordinates the OTA’s efforts to plan, execute, and report on operational testing (OT) with PMO processes to develop and deploy capabilities. 
• Contribute to PI planning as a member of the Chief Engineer’s team, capturing and documenting test management tasks and workload as part of the Chief Engineer’s plan for supporting the program for each PI. 
• Maintain status of T&E management tasks throughout the PI in JIRA or whatever task/work tracking tool the PMO chooses to use.

15+ years experience in test engineering including at least 5 years experience in a DoD environment.  Bachelor’s degree in a related field.  Additional years of experience may be substituted for degree requirements.  Experience in DoD operational and development testing including understanding overall policy for performing program testing.  Familiar with DoD and AF Test policies, the software acquisition pathway and how testing fits into the acquisition process.  Experience writing a TEMP and coordinating with OT/DT communities to set up and execute tests.  Plan, coordinate, and implement all activities related to the testing of IT and data center functions.  Experience developing test plans and test cases.  Possess a broad knowledge of the quality assurance process as it applies to testing and evaluation of software applications and mission systems.  Ability to communicate with all levels of an organization.  Must be willing to provide hands-on testing support when necessary.  Must be a US Citizen and hold a Top Secret clearance with SCI access (TS/SCI).
