Overview

Abacus Technology is seeking a Cost Analyst to provide estimating and budget support for the Command, Control, Communication, Intelligence and Networks (C3I&N) Directorate at Hanscom AFB.  This is a full-time position.

Responsibilities

  • Manage, oversee/lead, or perform scientific work that involves designing, developing, and adapting mathematical, statistical, econometric, and other scientific methods and techniques. 
  • Analyze management problems and provide advice and insight about the probable effects of alternative solutions to these problems. 
  • Analyze contractor financial data using EVM measures of merit to determine program viability with respect to cost, schedule and performance. 
  • Utilize the ACEIT Tool Suite to perform all program office estimates and analyzes is mandatory use for working in the C3I&N Directorate (AFLCMC/HN) for all cost analysis positions. 
  • Support analytical processes, such as: setting up the problem; conducting background research; collecting and reducing data; displaying data for analysis; formulating mathematical expressions; and drawing conclusions.

Qualifications

15+ years experience in cost estimating and analysis including at least 5 years in a DoD environment.  Bachelor’s degree in a related field.  Additional years of experience may be substituted for degree requirements.  Must demonstrate competence in the rigorous methods of scientific inquiry and analysis.  Professional knowledge of, and skill in applying a wide range of theories, concepts, and methods of analytical, mathematical, or statistical principles and practices to military weapons programs.  Familiar with the use of routine cost estimating methods such as analogy, engineering or scientific methodology, and extrapolation.  Knowledge of cost estimating outputs to assess the impact various factors have on the costs to design, research, develop, operate, maintain, and dispose of a particular weapon system.  Understanding of the most appropriate phase of the budgetary cycle (planning, programming, justification, execution, etc.) for initiating new programs.  Able to analyze all elements affecting costs for a project of limited scope.  Comfortable interacting with all levels of an organization and presenting or briefing government stakeholders and program management.  Must be a US citizen and hold a current Secret clearance.
