Overview

Abacus Technology is seeking a Project Engineer Lead to provide technical and management support for enterprise tasks under the Air Force Civil Engineering Center (AFCEC) at Lackland AFB.  This is a full-time position.

Responsibilities

  • Provide IT business process support to the Government IT system PM and functional IT system managers for IT activities and efforts associated with AFCEC CBS managed IT systems.
  • Populate and update IT Portfolio Management Repository (ITIPS) Portfolio Management records and assist in meeting A&A, Continuous Monitoring (CM), RMF, and FISMA requirements.
  • Provide support that requires updating information in other AF mandated systems to track the 11 elements of the Clinger-Cohen Act (CCA) compliance, meeting FISMA mandates and Cybersecurity policies.
  • Make recommendations regarding the application and modification of existing and emerging technologies, systems, hardware, and software that significantly impact IT systems.
  • Analyze, define, and recommend business process IT activities and efforts associated with AFCEC CBS-managed IT systems.
  • Gather, organize, and maintain information necessary to facilitate business process IT activities and efforts associated with AFCEC CBS-managed IT systems.
  • Work directly with customers to assess technical requirements based on strategic initiatives and customer needs; assessing feasibility, cost, and risk factors; determining feature lists for programs.
  • Recommend priorities and short- or long-term goals and strategies to the Government; coordinate with other organizations or parts of the organization to accomplish goals; and monitor progress and evaluate outcomes for business process IT activities and efforts associated with AFCEC CBS-managed IT systems.
  • Develop system specifications including timelines and functional specifications; translate system specifications and requirements to software programming staff including program modules and data element dictionaries.
  • Ensure periodic reviews, testing, or assessment of assigned IT are conducted at least annually, and in accordance with the Information Security Continuous Monitoring (ISCM) Plan.
  • Stay abreast of advances in IT and assess the feasibility of incorporating into project plans and specifications.
  • Provide recommendations to the AFCEC CBS, CE and all relative stakeholders  of functional requirements including hardware, operating systems, and other software, technical support, cost, and timeframe considerations.
  • Test, evaluate, and develop implementation plans for new versions of existing systems.
  • Maintain schedules to track milestones associated with business process IT activities and efforts for AFCEC CBS-managed IT systems.
  • Prepare briefings and give briefings on status of project deadlines/milestones for IT activities and efforts for AFCEC CBS-managed IT systems.
  • Oversee system software and systems development life cycles including systems documentation, design development, configuration management, cost analysis, database administration, system integration, and testing.
  • Utilize architectural methodologies used in the design and development of information systems, including the physical structure of a system’s internal operations and development of information systems, including the physical structure of a system’s internal operations and interactions with other systems.
  • Utilize principles and methods to identify, analyze, specify, design, and manage functional and infrastructure requirements including translating functional requirements into technical requirements used for logical design or presenting alternative technologies or approaches.
  • Develop mandatory A&A documentation which includes the Systems Security Plan, Security Test Plan, Information Security Continuous Monitoring Plan, Plan of Action and Milestone (POA&M) document, CONOPS and Disaster Recovery Plan, and Implementation Plan and other Management and Operational policies and plans as directed by the IT Program Manager, based on changes to the A4 CIO Assessment and Authorization Guidebook.
  • tilize DoD RMF, DoD Cybersecurity Test and Evaluation (T&E) procedures, and systems engineering principles to carry out activities, including penetration and vulnerability testing, leading to systems certification and accreditation.
  • Update Integrated Master Schedules (IMS) for all systems and Individual System Schedules (ISS).

Qualifications

8+ years in an engineering and project support role.  Bachelor’s degree in a related field.  Thorough understanding of application software, operating systems, networks, storage platforms, and how they relate to system architecture.  Experience working on each stage of the system development life cycle from initiation through deployment/sustainment.  Demonstrated proficiency with process modeling and developing workflow diagrams.  Able to elicit and interpret requirements and translate to technical specifications/system design following best practices and design patterns.  Able to communicate with management, technical staff, and end users in a clear and professional manner.  Experience with engineering practices, techniques, and standards.  Excellent oral and written communication skills with the ability to develop and present technical presentations.  Able to represent complex data in diagrams or through other techniques that communicate precise information to both business and technical staff.  Proven ability to understand the strategic and tactical approach to projects and handle multiple projects concurrently.  Must be a US citizen and hold a current Secret clearance.
