Abacus Technology is seeking a Chief Architect to oversee an enterprise level IT support services program for the National Science Foundation (NSF). This is a full-time position.
Provide high-level architectural leadership and expertise to USG programs and senior level contractor enterprise architects and IT professionals. Cultivate relationships with USG business stakeholders, IT management and contractor IT leadership. Support enterprise business and IT strategic planning. Develop and maintain in-depth knowledge of strategic agency enterprise business plans and IT objectives. Support, maintain, and communicate enterprise architecture governance processes and enterprise technology standards and policies. Review new and existing program/project architecture for compliance with USG IT policies, standards, guidelines and architectural plans. Document and report exceptions to architectural standards. Ensure that all project documentation captures significant architectural decisions. Ensure that architectural governance is fair, consistent and transparent process. Identify architectural risks and propose mitigation alternatives and solutions. Initiate and deliver architectural programs that align IT architectures with enterprise business strategy, including program charters, schedules, requirements documents, specifications, design documents, security and testing strategies. Support system development teams, acting as the focal point for enterprise architecture and IT standards. Design and oversee secure implementation of end-to-end integrated systems. Deliver architectural initiatives that improve IT efficiency and security inline with business strategy. Maintain in-depth knowledge of the enterprise's technologies and architectures. Develop and maintain current and planned state architectural blueprints and an aspirational architectural road map for the enterprise. Communicate architectural decisions, plans, goals and strategies to USG stakeholders. Gain USG stakeholder approval for enterprise level architecture and infrastructure initiatives. Provide architectural insight and context to supporting solution architects. Develop architectural metrics and reports for USG stakeholders. Oversee the design and implementation of enterprise data and metadata structures. Develop plans for integrating systems and workflows in support of business strategy. Develop and enforce best practices for master data management, integration and security. Develop and analyze architectural products and deliverables for the enterprise and operational business lines. Develop architectural strategies and plan relating to enterprise IT systems, infrastructure designs, and security. Research and evaluate potential selections of new IT technologies relating to data processing, storage, access, applications management and development, and security. Recommend standards for the client/server relational database structure for the organization (e.g., MS SQL, ORACLE, SYBASE). Deploy and/or maintain enterprise architecture repository and tool set. Support periodic architectural maturity assessments. Support development of impact assessments for financial, schedule, technical, resource, and risk levels for proposed architectural changes. Support USG security reviews, FISMA audits, OIG investigations, FOIA requests, customer leadership requests, IV&V, and/or quality assurance (QA) compliance assessments. Support processes and reviews for USG authority to operate and/or accreditation. Advise program manager, technical leads, stakeholders, and the contracting officer's representative for USG programs on all matters relating to the feasibility of future potential projects and IT strategies.
10+ years experience in solutions and systems architecture. Bachelor’s degree in a related field. Must hold at least one of the following certifications: CISSP, ITIL, and/or AWS Certified Solutions Architect – Professional certifications. Oracle Certified Professional - Database or MCSE: Data Management and Analytics certifications desired. Experience analyzing and evaluating customer business and technical requirements. Experience architecting solutions using appropriate technologies which meet functional and non-functional requirements. Able to document, design, develop, and support the management of web solutions, cloud-based solution architectures, cloud-based networks, custom developed software, and COTS software. AWS hands-on solution architecture and implementation experience a plus. Experience defining and maintaining standards, procedures, and policies related to IT management. Able to assess risk factors and limitations of current systems identifying areas of opportunity for mitigation and improving system performance. Experience providing technical assessments of current and proposed methodologies for IT management. Able to providing strategic direction and technical oversight pertaining to implementation of new tools, technologies, solutions, and methodologies. Must understand enterprise architecture frameworks such as FEAF, TOGAF, and Zachman. Maintain in-depth knowledge of IT industry best practices, technologies, architectures and emerging technologies. Able to perform analysis of alternative and market research studies that provide data which aid in the selection of tools, technologies, solutions, and methodologies. Capable of overseeing research and development for the application and integration of new tools, technologies, solutions, and methodologies into an IT environment. Able to interpret, implement, and adhere to agency and federal level technology standards, policies, and directives. Able to work in collaboration with other technical leads, participate in problem-solving and root cause analysis efforts. Able to articulate in writing and verbally the impact of architecturally significant change requests. Experience with IT portfolio management to include analysis, infrastructure, cloud transformation, data center consolidation, and application development/sustainment. Able to maintaining knowledge of current and emerging tools, technologies, solutions, and methodologies. Able to provide detailed development cost, resource, and technology estimates for proposed solutions. Extensive experience working in a team-oriented, collaborative environment. Must be a US citizen.
