Abacus Technology is seeking a Technology Manager/Alternate Program Manager to oversee and manage onsite Professional IT Support services for a contract with the U.S. Department of Defense (DoD), US Air Force Office of Special Investigations (AFOSI). This is a full-time position.
Serve as the subject matter expert to manage the technology insertion support needs under the contract and, in the Program Manager’s absences, as the Alternate Program Manager. Identify, investigate, and analyze innovative and emerging technologies to improve IT processes and AFOSI mission performance. Conduct alternatives analyses. Maintain the Technology Insertion Plan. Facilitate approval for new technologies. Assist government with IT strategic planning activities. Develop Life Cycle Support Plan for new technologies and coordinates the implementation of approved plans. Manage the Continuous Process Improvement program for the contract by evaluating existing and planned technologies, identify and assess areas for improvement, make recommendations and facilitate implementation. Function as the backup and alternate Program Manager. Assist the PM in program management related tasks. During absences of the Program Manager, function as primary POC for the contract, and responsible for the performance of the work under the contract and act on all contract matters relating to daily operation of the contract, including planning and directing activities, resource and personnel management, scheduling, performance management, and other aspects of program management. Ensure contract performance goals are met.
15+ years of experience in IT field, including IT program, project, or task management experience involving cost, resources, schedules, and risk management. Master’s degree in Business, Engineering, Computer Science, Information Systems, or related field. Additional certifications such as ITIL Foundations v3 and/or DoD 8570 (e.g. Security+, CCNA-Security, CAP, CASP, CISSP) desired. Experience managing continuous process improvement activities. Proven experience of managing technology insertion for a government agency. Working knowledge of USAF IT environment and networks, including NIPRNet, SIPRNet, WICs, SAPnet. Must be knowledgeable of Air Force tools and technologies as well as applicable AFOSI, U.S. Air Force (AF), U.S. Department of Defense (DoD) and Intelligence Community Directive (ICD) policies, processes and regulations. Outstanding communication skills across all levels of the organization. Able to foster effective government-contractor relationships to promote mutually beneficial partnerships. Must be a US citizen and hold a current Top Secret clearance.
