Abacus Technology is seeking an experienced Deputy Program Manager to oversee a team providing voice, data, and video support for the Eastern Range and Western Range. This is a full-time position.
Function as the site lead for Vandenberg Air Force Base and Missile Defense Agency (MDA) activities. Provide overall governance and direction of multiple projects implementing course corrections as needed. Focus on project monitoring, control, team integration, change integration, and corrective actions. Provide direct customer support including understanding their mission and objectives; being responsive; communicate frequently and effectively; and collaborate to develop effective solutions. Anticipate customer needs and requirements and work with the appropriate resources (technical or management) to develop solutions. Manage existing projects successfully by overseeing resources, cost, schedule, quality, technology, and safety. Ensure compliance with contracts, FARs/DFARS, firm strategy/objectives/policies. Communicate frequently and effectively with project teams. Represent the program and the firm as an expert in our services and how it may benefit the customer. Identify opportunities to expand the scope of the program and extend work for existing customer. Define business/user requirements for products, services, and upgrades. Conduct monthly program reviews with the program manager covering customer status, program objectives, deliverables, cost, schedule, issues, and future plans.
10+ years experience in a project or program manager role for DOD programs. Bachelor’s degree in a related field required; Master’s degree in a related field desired. Must be Project Management Professional (PMP) or Program Management Professional (PgMP) certified. Must have sound knowledge of budgeting and resource allocation procedures. Able to find innovative ways to solve problems. Thorough knowledge of Department of Defense (DoD) acquisition processes. Experience managing projects under Cost Plus Fixed Fee, Firm Fixed Price, Time and Materials and ID/IQ type contracts. Program-related cost/schedule/technical management experience required. Knowledge of ISO 9000 requirements and processes. Must have outstanding relationship management skills. Able to represent the program in customer negotiations and negotiate win-win solutions. Experience with Integrated Master Plan and Integrated Master Schedule and supporting activities. Excellent communication skills, proactive management style, and the ability to manage customer and other stakeholder expectations. Experience in the use of innovative processes, continuous quality improvement, and project scheduling tools for cyber security and communications operations and maintenance (O&M) activities and task deliverables. Must be available within one hour during core operating hours to meet on the installation with government personnel to discuss important program issues. Outside of core operating hours, must be available twenty-four (24) hours, seven (7) days a week (by phone or in person). Must be willing to travel up to 25%. Must be a US citizen and hold a current Secret clearance.
