Abacus Technology is seeking a Risk Manager to support the Air Force Network (AFNet) Systems program office under the Command, Control, Communication, Intelligence and Networks (C3I&N) Directorate for the ETASS program at Hanscom AFB. This is a full-time position.
Provide SME support to manage portfolio risks of systems across the acquisition and sustainment of the AF IT infrastructure. Support all programs efforts to identify and prioritize risks for further analysis or action by assessing and combining their probability of occurrence and impact. Help program managers and project engineers determine which risks warrant a mitigation plan and providing that response. Analyze complex product failure trends for root causes, propose corrective actions, and prepare failure and analysis reports as required under the established Risk process. Maintain the division risk register as administrator. Modify/develop new risk processes as required to meet program requirements and assisting in continuously improving and mitigating risk. Determine probability of achieving cost, performance, and schedule objectives. Review lessons learned and derive root causes, propose corrective actions, prepare failure and analysis report and maintain the portfolio risk register database on program successes/failures history. Participate in design/integration reviews of new complex COTS IT programs and continues review of proposed changes affecting the program baseline assessing effects in terms of risk to cost, schedule, etc. Review preliminary reports and waivers, deviations and engineering change proposals for compliance with contractual requirements and presents to DCASMA-QARS for concurrence and transmittal. Conduct hands on training classes on AF Risk Tool, new user onboarding and Risk User Tier 1 support. Help maintain the division Program Protection Plan – assist Program Managers and Engineers with criticality analysis, Risk Analysis and countermeasure strategy. Review and provide inputs to annual PPP review. Provide Supply Chain Risk Management (SCRM) guidance. Maintain Unified Self-Assessment Program (USAP) Risk inspection checklist, support programs during inspection. Act as the functional reviewer for Systems Engineering documents, i.e., Requirements Management, Test & Evaluation, Configuration Management, Acquisition briefings (Program Protection Implementation Plans), SOO/SOW/PWS, etc. Oversee integration of the Risk process into existing Systems Engineering process elements such as risk management, system test, logistics/support, configuration management, Cybersecurity. Perform failure data trend analysis of the entire IT infrastructure/domain using data collected by the AF EITSM System and other Systems Engineering tools and report findings to the C3I Infrastructure Division Project Engineers and Division leadership. Review/update Risk Plans annually. Develop new risk processes to meet program requirements and continuously improve processes. Assess deficiency trends and identify potential risk issues and/or systemic/recurring defects with Systems Engineering elements (System Test, Configuration Management, Risk Management leads).
10+ years experience in risk management. Bachelor’s degree in a related field. Must be Security+ certified or able to obtain the certification with 12 months of date of hire. ITIL v3 Foundations certification a plus. Must have strong background and experience defining, developing, implementing, maintaining, and reporting on Risk Management engineering functions. Knowledge of IT systems and networks desired. Familiarity with DoD/Federal acquisition processes including applicable regulations and protocols. Understanding of the Risk Management Framework (RMF) a plus. Experience with AF communication and IT infrastructure. Milestone C experience desired. Understand complex statistical methods such as linear regression and standard deviation to evaluate compliance with reliability numerical requirements. Must be proficient with all Microsoft Office tools and SharePoint. Must be able to work as part of a team or independently. Able to work well under tight deadlines and handle multiple assignments. Must have excellent verbal and written communication skills. Able to perform work involving the research, definition of scope, and selection of problem investigation for subject areas as directed. Excellent interpersonal skills to include the ability to deal with high-ranking military officers and civilians. Must be a U.S. Citizen.
