Abacus Technology is seeking a Financial Analyst to prepare/support the development of budgets and financial reporting for a Federal government program. This is a full-time position.
DULUTH EIT SERVICES: Abacus Technology is hiring immediately for a recently-awarded large, long-term program. Full Scope Polygraph is required. Abacus has been selected as a subcontractor to provide regional enterprise IT services and devices to the end-user workforce of a large Government agency located across the Northeastern United States. IT Services include campus area networks and local area networks supporting end user desktop/laptop/tablet, phone, printers, copiers, and wireless devices. DULUTH interacts with a Global Service Desk and provides data and status for regional enterprise services.
Support budget execution for both direct and indirect funding for NGA’s based program, as well as supplemental requirements/funding. Prepare and analyze financial statements to include quarterly, mid-year, and annual financial reporting, the Agency Financial Report and other required financial reporting and briefings to oversight, leadership, and officials of other Intelligence Community agencies. Forecast project/program and contract performance, resource distribution, and utilization. Develop initiatives to balance financial performance with agency strategic goals. Coordinate financial system initiatives. Perform multi-year financial planning, programming, budgeting and execution including pro forma balance sheet, comparisons of budgeted, authorized, appropriated, committed, obligated, expended dollars for applicable years’ dollar appropriations. Review, revise, and maintain NGA’s Financial Improvement and Audit Readiness (FIAR) Plan and other financial improvement plans as needed.
Positions available at multiple experience levels including entry (0-3 years), mid (3-6 years), junior (7-10 years), senior (11-14 years), and principal (15+ years). Bachelor’s degree in a related field; Master’s degree preferred for principal-level position. Knowledge of financial management including: understanding regulations, policies and procedures governing ODD and Intelligence Community (IC) financial management. Able analyze and interpret complex planning, programming, budget and execution data. Knowledge and understanding of the DoD planning, Programming, Budgeting and Execution System (PPBES) and/or IC Capabilities Programming and Budgeting System (CPBS). Thorough understanding of: programming processes for both the NIP and MIP; programming and budget execution processes, including funds control, fund transfers (MIPRs), and travel orders and credit card purchases; fund execution policies for principal DoD appropriations (O&M, RDT&E and Procurement); role of the DFAS in controlling and executing funds. Must be a US citizen and hold an active/current TS/SCI with Full Scope Polygraph.
