    Abacus Technology is seeking a Human Resource (HR) Generalist to support the attraction, selection, training, assessment, and rewarding of employees while also overseeing organizational leadership and culture and ensuring compliance with employment and labor laws.  This is a full-time position at NASA Headquarters and local offsite facilities.


    Plan, conduct, and coordinate the development and administration of human resources programs in functions such as employment, compensation, benefits, training, employee/labor relations, security, unemployment insurance, and related areas.  Provide staff consulting support in the investigation of new human resources programs.  Conduct research into human resources practices, policies and procedures.  Analyze trends of a competitive nature and within the company.  Assist in the formulation of company human resources and manpower objectives.  Develop recommended courses of action to meet objectives.  Conduct studies to determine feasibility, costs benefits, and potential human resources program applications.  Typically, tasks would include formulation of recruiting programs, employee complaints and issues, discipline, development of compensation plans, training, coordination of training programs, collective bargaining, analysis, and recommendations for benefit changes, preparation, and administration of EEO and affirmative action programs.


    Positions available at multiple experience levels including entry (0-2 years), intermediate (2-5 years), senior (5-11 years), specialist (11-16 years), and senior specialist (16+ years).  Bachelor’s degree in a related field; Master’s or graduate degree may be substituted for 2 years of experience.  Must have or be willing to attend training in the following areas: CMMI; cybersecurity and sensitive unclassified information awareness; IT security awareness; and NASA elevate privileges.  Understanding of HR principles, theories, and concepts.  Able to develop business solutions to a variety of contractual issues.  At the specialist and senior specialist levels, must be able to develop and manage complex solutions with minimal supervision or guidance and handle a wide degree of latitude.  At the specialist level, capable of representing the organization and acting as a consultant to management on matters concerning business initiatives.  At the senior specialist level, able to serve as the organization spokesperson on projects and/or programs and act as an advisor to management and customers on advanced technical research studies and applications.  Solid communication skills are critical.  Must be a US citizen and hold an active Secret clearance.
