Abacus Technology is seeking a Capstone Engineer to provide support for the Command, Control, Communication, Intelligence and Networks (C3I&N) Directorate at Hanscom AFB.  This is a full-time position.


Provide Life Cycle Management systems engineering support within the C3I Infrastructure Division at Hanscom Air Force Base.  Analyze customer objectives and needs to assist the Program Management Office (PMO) in supporting development of and managing systems engineering technical documentation.  Provide broad subject matter expertise in Systems Engineering (SE) within a complex heterogeneous systems environment.  Interact frequently with the system architects, requirements analysts, system engineers, network engineers, testers and program managers of project teams providing cross-project support.  


10+ years experience in a system engineering role.  Must have experience defining, reviewing, developing, and implementing DoD/USAF program milestone systems engineering documentation; Systems Engineering Plan (SEP), Information Support Plan (ISP), Operational Safety, for Suitability, and Effectiveness (OSS&E), Operational Baseline Document (OBD) as well as other SE documentation required by regulation.  Must have experience defining, developing and/or reviewing PMO SE technical documents and processes.  Must have a strong background in SE processes (Requirements Management, Configuration Management, Test and Evaluation, Quality Assurance, Risk Management, etc.).  Able to ensure that capstone documents such as SEP, ISP, OSS&E, OBD, etc. are well documented, maintained, and reported yearly (or as required by regulation) for the portfolio of systems, sub-systems, and end items comprising the weapon systems throughout their operational lifecycle.  Demonstrated experience with Department of Defense (DoD) and US Air Force (USAF) acquisition policies coupled with a strong ability to analyze problems and recommend solutions.  Able to collaborate with users, technical staff and management to define business and technical requirements.  Able to provide advice and recommendations specific to customer requirements.  Able to work with Subject Matter Experts (SMEs) and technical support teams in the pursuit of technically effective and efficient solutions.  Able to work with the Product Support Manager (PSM) to ensure that sustainment and product support are integral parts of SE.  Able to develop presentations/solutions and articulate such to senior management and clients.  Must be proficient with all Microsoft Office tools, including Visio and SharePoint.  Must be able to work as part of a team or independently.  Must have the ability to work well under tight deadlines and multiple assignments.  Must ensure relationships with the customers and cross-team members are professional and meet management expectations.  Familiar with CMMI and Air Force SEAM.  Work independently with minimal supervision and must have excellent communication skills and presentation skills; both written and oral.  Must be a US citizen and hold an active Secret clearance.
