  • Overview

    Abacus Technology is seeking an Application Development Manager to lead the software team in support of business and scientific applications.  This is a full time position at NASA Headquarters and local offsite facilities.

    Responsibilities

    Lead the application development team in using standardized software engineering techniques to design, develop, deploy, manage, maintain, and provide archival services for a variety of business and scientific applications for NASA Headquarters and Agency initiatives.  Develop customized Commercial Off-the-Shelf (COTS) and Government Off-the-Shelf (GOTS) software applications for use in the NASA environment.  Lead and direct the application/Web development team in providing comprehensive documentation, testing, analysis, and system reviews for compliance with Section 508 of the Rehabilitation Act.

    Qualifications

    10+ years experience in software engineering and development including at least 5 years experience in software development management.  Bachelor’s degree in a related field.  Must be PMP and Agile certified.  Able to act as the subject matter expert (SME) regarding software engineering and software development standards, best practices, and code constructs, architecture, and design.  Demonstrates strong estimation, system analysis, and testing experience.  Proven experience in modernizing, retiring, and consolidating legacy systems and implementing Agile software development and modernization techniques.  Current technology and industry experience is required to support mitigation of technology obsolescence.  Experience in managing application and web development teams in all aspects of technology evaluation, requirements definition, planning, development and design, testing, and implementation.  Experience in ensuring application development activities are uninterrupted and that software development assets are transitioned to assure that development effort schedules are maintained.  Experience in application development for NASA programs is desired.  Experience in complying with all NASA application development policies, standards, and operating procedures is a plus.  Experience with mobile application development desired.  Extensive experience working in a team-oriented, collaborative environment.  Must be a US citizen and hold a current Secret clearance.
