Overview

Abacus Technology is seeking a Deputy Program Manager to provide support for an enterprise level IT support services program and act as the Program Manager as necessary.  This is a full time position, managing a large technical and management workforce at NASA Headquarters and local offsite facilities.

Responsibilities

Program Level Responsibilities:

  • Coordinate and manage horizontally across groups of projects to include managing the interdependency between the projects.
  • Ensure the program remains profitable from a business standpoint and realizes financial goals.
  • Understand how to use organizational strategy and adjust the program/projects as necessary.
  • Communicate the overall vision to the contractor staff and the customer.

Major Duties:

  • Lead a staff of 150+ people in the performance of an IT support services contract. Exercise authority to represent Abacus Technology on all programmatic, contractual, and technical matters. 
  • Direct next-level management and leads in all aspects of the development and implementation of assigned projects.
  • Act as a single point of contact for the management team and clients.
  • Ensure adherence to quality standards and review program deliverables.
  • Manage the integration of subcontractor tasks, and track and review assigned deliverables.
  • Create strategies for risk mitigation and contingency planning.
  • Performs team assessments and evaluations.
  • Provide technical and analytical guidance to the program team.
  • Provide daily direction to management and leads in the oversight of the following tasks: data center operations; application and database software dev/ops; desktop support; multi-media; user administration; hardware and software acquisition and maintenance; configuration management; system engineering; information systems cyber security oversight; information technology user training; human resources; web development; financial operations.

Qualifications

15+ years experience including extensive experience in a project or program management role.  Bachelor’s degree in a related field; Master’s degree preferred.  Project Management Professional (PMP) and/or ITIL certifications highly desirable.  Proven program management experience on a large contract, effectively leading the team by example toward the successful accomplishment of mission objectives.  Must have a solid background (including experience in a hands-on role) in software development and data center operations and be able to interact heavily with highly technical staff.  Experience at NASA Headquarters or in a program management role for a NASA Center.  Experience supporting IT modernization efforts.  Able to command full authority for all contract matters and decisions and proven, rapid problem resolution and customer satisfaction.  Able to demonstrate high degree of program coordination and productive, effective communications required to ensure performance meets all requirements.  Able to maintain transparency and is highly engaged, understanding the customer’s vision and expectations.  Proven ability to be flexible and adjust direction as the mission and technology evolves.  Proven use and implementation of new advanced technologies and applications that apply advanced principles, theories, and concepts across program requirements.  Able to provide expert advice and value-added strategic and tactical guidance and recommendations to customer counterparts.  Capable of contributing to the development of new principles and concepts to solve complex highly innovative and ingenious problems.  Experience with Agile software development a plus.  Strong leadership, communication, and interpersonal skills.  Able to conduct and direct research into IT issues and products as required.  Comfortable presenting ideas in a professional and user-friendly language.  Extensive experience working in a team-oriented, collaborative environment.  Must be a US citizen and hold a current Secret clearance.
