Abacus Technology is seeking a Deputy Program Manager to support the program manager in day-to-day management activities as well as leading technical teams in support a network engineering task order.  This is a full-time position supporting the DHS US Citizenship and Immigration Services (USCIS).



  • Work collaboratively with the Abacus program manager, technical line managers, and the government management team or representatives.
  • Assist in the overall management of the task order and ensure that the technical solutions and schedules in the task order are implemented in a timely manner.
  • Monitor the team’s performance and ensure that tasks are accomplished in accordance with the PWS. Verify that all deliverables are complete and accurate. 
  • Monitor internal processes that will provide operational and contract-specific financial information as both scheduled and ad-hoc deliverables.
  • Manage active pursuit of technical or business solutions to correct deficiencies.
  • Analyze trends and identify cost-saving approaches and productivity improvements to maintain IT performance while operating within budget and task order constraints.
  • Develop, maintain, and manage all task order quality assurance activities.
  • Coordinate program activities associated with metrics management, and performance improvement.
  • Gather and present service performance information as necessary to the government management team.
  • Perform quality audits of processes and documentation.
  • Document discrepancies in performance events and provide root cause analysis.



  • 4+ years’ experience in a project or program manager role for government contracts.
  • Must be Project Management Professional (PMP) and ITIL certified (equivalent certifications such as a project management certificate from a university are acceptable).
  • Bachelor’s degree in a related field.
  • Experience managing an IT and engineering team and performing project management functions according to the complete project life cycle.
  • Knowledge of IT/network engineering standards and experience applying best practices such as ITIL, CMMI, ISO, etc.
  • Experience applying PMBOK principles to project management activities.
  • Knowledge of task negotiations, monthly reporting, cost estimating, and program analysis.
  • Familiarity with MS Project or similar management tool.
  • Excellent communication skills, proactive management style, and the ability to manage customer and other stakeholder expectations.
  • Experience supporting DHS is desirable.
  • Must be a US citizen.
