    Abacus Technology is seeking an experienced Program Manager to oversee a large team providing network engineering support to the DHS US Citizenship and Immigration Services (USCIS).  This is a full-time position.


    • Effectively manage a large team providing network and infrastructure support to an enterprise-level network and WAN environment and a data center LAN.
    • Maintain overall authority for the task order and for management of all services and personnel.
    • Act as liaison between the contractor support team and the government management team performing all services covered under the contract.
    • Maintain organizational, technical, and contractual authority over the program team to support the technical requirements of the customer and their end users.
    • Develop and maintain business management policies and procedures for all task areas.
    • Coordinate program activities including, but not limited to, cost estimating and reporting; financial oversight; subcontractor management; deliverable schedule and reports; and expenditure reports.
    • Appoint management leads to present oversight and direction for day-to-day activities.
    • Monitor contractual obligations such as AQLs, proper use of government property, and small business compliance.
    • Lead the risk management efforts for the program; conduct earned value analysis; and effect change management efforts for the program.
    • Interact continually with the client to ensure expectations are met, present interim results, discuss concerns, and ensure total product/service satisfaction.
    • Make recommendations to the client regarding future direction for the program.
    • Manage and review task invoicing functions and resolve discrepancies as necessary.
    • Oversee the continued training and refreshing of the team’s technical skills on an annual basis (at a minimum) for all task areas.


    • 10+ years’ experience in a project or program manager role for government contracts.
    • Bachelor’s degree in a related field.
    • Must be Project Management Professional (PMP) and ITIL certified (equivalent certifications such as a project management certificate from a university are acceptable).
    • Experience managing a large IT and engineering team and performing project management functions according to the complete project life cycle.
    • Knowledge of IT/network engineering standards and experience applying best practices such as ITIL, CMMI, ISO, etc.
    • Experience applying PMBOK principles to project management activities.
    • Must be familiar with Earned Value Management (EVM). Knowledge of task negotiations, monthly reporting, cost estimating, and program analysis. 
    • Familiarity with MS Project or similar management tool.
    • Demonstrated experience managing multi-task projects and teams that include multiple subcontractors.
    • Excellent communication skills, proactive management style, and the ability to manage customer and other stakeholder expectations.
    • Experience supporting DHS is desirable.
    • Must be a US citizen.
